Many WordPress blogger who are using the Cloudflare CDN plugin were unable to see the Admin bar on the website’s pages as Cloudflare moved Admin Bar behind Automatic Cache Purge toggle.
After raising the concerns on this by many Blog admins, finally Cloudflare team has fixed the issue and re-enabled the admin bar for all the pages in the latest plugin update 3.2.0

Cloudflare removed the admin bar after the plugin update 3.1.1 on 17th November 2016. After a long wait they have re-enabled the feature in the latest version 3.2.0 along with few bug fixes.
Cloudflare has reduced the plugin size and also has added Bypass Cache By Cookie functionality and HTTP/2 Server Push functionality (which is disabled by default).
